Day 48, Enhanced Community Quarantine

May 2, 2020 Dear Valle Verde 5 Residents, Various questions have been raised with regard to the additional guidelines issued by Pasig City, particularly on the Barangay Coding scheme and the Permit to Leave Premises (PLP) pass. The Board of Directors met yesterday on this matter, and while there are still lingering points that need clarity, we wish to provide you with some relevant information from what we know today. We have to understand that the objective of implementing the barangay coding scheme is to limit the number of people going to large commercial establishments like the wet markets and supermarkets. By limiting a barangay to 2 days a week, the City aims to limit the number of people in these said establishments to avoid congestion. By now, you have all seen the information pack sent by the City (in Filipino and English) regarding the Additional Guidelines for Pasig City on the Enhanced Community Quarantine, posted on April 29 and valid from April 30 to May 15. Many of you have requested for clarification on this information pack, particularly on whether outdoor activities within our Village are still permissible. It is now clear that based on the City guidelines, all outdoor activities in common areas are not allowed effective immediately until May 15. Since our roads are considered common areas, walking, jogging, biking, walking of dogs and the like are now prohibited. However, going to Gate 2 to secure your deliveries are exempt. Cleaning and tending to the premises directly in front of your house is also permissible. Once available, the PLP will supersede the HQP that was given before. We expect to receive the PLPs today and we shall notify you as soon as they are ready. Below are further clarifications: 1. Only the designated member of the household with Permit to Leave Premises (PLP) may exit the village for essential travel (i.e. to buy food or medicine or to do banking transactions). 2. Going to commercial establishments outside of the village such as Talipapa, Supermarkets and the like is allowed only on Mondays and Thursdays. However, going to village stores and village markets or to convenience stores, pharmacies, banks and food stores within Barangay Ugong is allowed at any time except during curfew hours. 3. The PLP can be used for essential travel to other communities outside of Barangay Ugong, but only on Mondays and Thursdays. However, travel within or outside the barangay and City to go to a doctor's appointment or hospital check-up or to respond to a medical emergency is allowed on any day. 4. The PLP is not transferable but the Barangay may issue a Certificate for Substitution to transfer the PLP, if needed. The certificate is only valid for 3 days and can be secured from the Barangay office by email via the Village Administration. After the 3 day period, the PLP reverts to the original holder. 5. Generally, a second person cannot drive for the PLP holder but under exceptional circumstances this may be allowed by the PNP. In this case, the driver should not get out of the vehicle. 6. Delivery of food items and other goods into the village is allowed from 8am to 5pm in line with current practice. Moreover, we are now permitting the entry of deliveries for LPG tanks and drinking water containers, subject to our usual disinfecting procedures. 7. Senior citizens are discouraged but not prohibited from being the PLP holder. 8. Walking, jogging, biking, dog walking and other outdoor activities are not allowed. We understand you may have many more questions depending on your particular circumstance, however we implore our community to comply with these guidelines for the next 14 days. Should you encounter any authorities requesting to check your pass, please remain courteous at all times.
